If you buy a used burner from a well known dealer, they will have already inspected the item, and likely tested it.
Buying from a private party brings its own set of issues. It's much like buying a used car from a dealer versus buying one from a seller on Craigslist.
Then again, if the seller is a NorthWest Balloon club member, it could be a good sign.
